Form of Government
The Town of Boiling Springs operates under the Council-Manager form of government. Under this form of government, the elected Town Council appoint a professional Town Manager to act as the Town's chief executive officer.
Town Manager Duties
The Town Manager has various responsibilities and authorities including:
- Appointing all personnel
- Overseeing the operations of the Town
- Submitting the annual budget
- Ensuring compliance with applicable laws and regulations
- Advising the Town Council on municipal policy matters

Town Manager's Biography
Tom Hart was appointed Town Manager in 2012. Prior to working in Boiling Springs, he served the Town of Dobson North Carolina as the Assistant Town Manager. Tom also worked for the Town of Apex North Carolina where he worked in the Town Manager's Office as well as Parks Department.
Education & Associations
Tom holds a Bachelor of Science in Political Science and a Master of Public Administration from Appalachian State University. He is a member of the International City Management Association (ICMA), the NC City and County Management Association (NCCCMA), and the Appalachian State University Local Government Alumni Association (ASULGAA). In 2014 Tom attended the UNC School of Government’s LGFCU Leadership Fellows Program and in 2017 he attended the Public Executive Leadership Academy also at the UNC School of Government.
Tom grew up in Apex, North Carolina and graduated from Apex High School. He is an active member of the Boiling Springs Rotary Club. Tom lives with his wife Megan and their daughter in Boiling Springs and is proud to call this wonderful community home.
